What if great rivers released glowing seeds that transformed everything

Across a broad populated plain, several great rivers release thousands of glowing seeds that instantly transform every surface they touch. A visible wave of change spreads outward with each seed while untouched areas remain clearly different. Water catches the sky while settlements remain small along the banks. Follow one seed through the air, then widen as the transformation races across the scene.
